The article includes a counterstatement by Dr. Wilhelm Arning, in which he corrects a statement concerning the Indian population in German East Africa cited in an article published in this newspaper.
The main cause for the uprising in his opinion, was the weak military contingent, not the influence of the Indian population on the natives. He qualifies this statement by referring to individual cases.
Furthermore, the article cites parts of a speech by Dr. Arning to the Kolonial-Kongreß. Therein, he draws a comparison to the South African trade sector , where the Indian population is subjected to strict rules. With regard to German East Africa, he recognizes the problem of the government to enforce such regulations against the opposition of major companies who depended on Indian traders.
