II. Content
The article quotes from a speech given by Dr. Wilhelm Arning to members of the Deutsche Kolonialgesellschaft. Dr. Arning describes his impressions of the country and the people during his stay in German East Africa shortly before the uprising began. Furthermore, he describes parts of the rebellion and its suppression.
In his speech, Dr. Arning criticizes German colonial policy and suggests measures to prevent future rebellions, e.g., a different tax system, a stronger military contingent, the nationalization of the education system, the acceptance of Islam as a balance against the so-called Ethiopist movement.
